PPEA YEAR-END AWARDS RULES 2003
The purpose of this program is to recognize active members of PPEA and the accomplishments of the registered Palominos they exhibit in competition each year.

NOMINATION & GENERAL REQUIREMENTS:
1) Exhibitor must be a paid-up regular, youth, or associate member in good standing with PPEA. Horse must be a Palomino registered with PHBA or PHA and must be nominated with PPEA for the given year for each category in which you wish to compete. A copy of horse's PHBA or PHA papers must be sent in with the nomination. If registration is pending, a copy of horse's papers must be presented to the Point Secretary prior to the end of the points year. Exhibitor does not have to own the horse unless ownership is otherwise required by the classes you show (such as in Amateur).

2) No points will count until the exhibitor's $10 PPEA Club Dues and the horse nomination fees have both been paid. The horse nomination fee is $5 per category with a maximum of $25 per division per horse/exhibitor combination. (You may nominate a horse in as many categories as you want in your division for the $25 maximum fee).

3) Club Participation Requirement: To be eligible for year-end awards, each nominated exhibitor must earn a minimum of two Club Participation Credits during the points year. Participation Credits may be earned in any combination as follows:
A) $50 in funds raised for the club in Sponsorships, Ad Sales, Ticket Sales, etc. ­ One Credit 
B) Four (4) full hours of work by exhibitor or his/her representative helping the club at a PPEA Sponsored Horse Show; or at a PPEA Exhibit, Clinic, or other officially PPEA -sanctioned activity ­ One Credit

4) Show Participation Requirement: Each nominated horse/exhibitor combination must enter at least one class at one PPEA-Sponsored Horse Show during the year to be eligible for PPEA year-end awards. In lieu of this requirement, to make his/her horse eligible the exhibitor must earn at least one additional Club Participation Credit (per horse) beyond the minimum requirement in #3 above.

5) For points from a show to count, nominations and membership in PPEA must be postmarked at least one day prior to the show date, or be delivered to the PPEA Show Office prior to the start of the show (PPEA-sponsored shows only).

6) Points will be counted on the basis of one horse/one exhibitor combination ONLY. If two or more people show one horse, each person must be nominated separately and each person will earn his/her own separate set of points with the horse. If one person shows two or more horses, each horse will accumulate points separately.

7) The PPEA Executive Board shall have the final authority to settle any dispute, complaint, or question regarding this program.

PPEA will award points toward its year end awards for competitions in which our eligible nominated exhibitors and horses have placed, as follows:

No points will be allowed for any placing if a horse is later disqualified from a class or if it was shown in an event for which it is not eligible.

In order to receive an award in a category, at least 10 points must have been earned during the year in that category. Awards will be presented to a minimum of the top six horses in each category provided there are six horses qualified. The PPEA Points Year is January 1 to December 31.

REPORTING:
1) Points for a class placing at an event will be counted only once, even though some classes could fit under several categories. Exhibitors will specify on their Show Reports the category in which they want each class placing to be counted, subject to approval by the Points Secretary.

2) PPEA Shows: All shows held by PPEA will be double pointed for this program. Points earned at all PPEA-sponsored shows will be recorded automatically without exhibitors having to send in reports. For PPEA Shows you need to submit a report only if you want to specify the categories for your class placings, otherwise the Points Secretary will use his or her best judgement.

3) Other Competitions: Show management, organization, or affiliate must have a record keeping, governing body that will sign PPEA's Show Report form. Only one show may be reported per form. No substitute forms accepted. It is your responsibility to copy the official PPEA Show Report Form, get it signed, and submit the report form to PPEA with a show flyer for each non-PPEA show you attend. Reports must be completed and postmarked within 10 days after the final day of each show. (Nationally-sanctioned shows only may be later, see #4 below.) Late reports, lost or missing materials, or incomplete information will cause your points to be lost. PPEA will not responsible! It is strongly suggested that you make and keep a copy of all your show flyers, printouts, and Report Forms before sending them in. This will protect your points record in case of loss in the mail, etc.

4) For shows sanctioned by a National Association (such as AQHA) you may confirm your placings with a printout of your official show records from the national association website or home office in lieu of a show manager/secretary's signature. Printouts must show all your placings and the number of entries judged in each class. A copy of each Show Flyer, and a PPEA Report Form listing your placings, are still required to be sent in to PPEA along with the printout. If official printouts are submitted in lieu of signature, the 10-day postmark may be extended, but your report must be sent in as soon as possible. This is especially important if you attend any late Fall competitions. You must notify PPEA if for any reason all your show reports have not been sent in by December 31.

5) All horse shows and competitions will count for this program, including those with qualifying requirements such as District & State 4-H, Challenge of the Breeds, National or World Show, etc. provided that the initial entry process as well as all performances are open to the public. No shows will count which are private or limited to one family or barn, a certain instructor's students, etc.

6) No show will count if the report submitted does not clearly show all the required information. This includes the exact number of horses that were judged in each class you entered, and your exact placing. A show will also not count if the report is unreadable or for any reason it cannot be verified.

PPEA YEAR-END AWARD DIVISIONS:
YOUTH Exhibitor   18 Years or younger as of last December 31
ADULT Exhibitor   19 years Or Over as of last December 31

EACH DIVISION OFFERS THE FOLLOWING CATEGORIES:
· Halter: Conformation and/or In-hand classes
· Color: Classes where the color of the Palomino is judged
· English Horse: Performance points under English tack/attire
· Western Horse: Performance points under Western tack/attire
· Trail Horse: Points earned in trail classes or trail ride competitions - English or Western tack
· Timed Event: Points earned in timed events
· Driving: Performance in harness hitched to a vehicle
· Parade Horse: Points earned in Parade Horse events or Fiesta Horse classes
· Fun Class: Non-Timed events (Egg & Spoon, Break & Out, Costume, Dollar Bareback, etc).
· SHER: Showmanship, Horsemanship, Equitation, Reinsmanship - Classes where handler is judged

· All-Around Champion
All-Around is the total of all points earned in all other categories; must be nominated & earn points in a minimum of FOUR (4) or more categories in addition to All-Around to be eligible.
